2. What do you mean by "Stealing" the URL of a website? Technically, that is like saying to physically take the web server, by removing all internet connections to it, and throwing it into a garbage can.

If you want to "mask"/"hide" your IP for whatever reason (forum bans, all IP bans, vote exploiting, etc), simply google up proxy lists, choose the ones located most near to you, and go to Internet Options -> Connections -> Lan Settings... and put the IP + Port in.

However, there is no 100% way to cover your IP, as it can always be traced back to you.
